The nation's impressive new Museum of West African Art (Mowaa) has found itself in the middle of local power politics during the period it was expected to – but did not manage – to open its doors to the general public for the very first time.

The Major Initiative

The six-hectare facility sits in the core of Benin City, main city of the southern region of Edo – and includes an excavation site and structures planned by renowned dual heritage architect Sir David Adjaye, particularly noted for the National Museum of African American History and Culture that opened in Washington in 2016.

It has been half a decade in the making – and is designed to showcase both the past and the modern times of cultural innovation in the area renowned for the historic artworks, cultural objects stolen from the city's royal palace by British soldiers in the nineteenth century.

Preparation and Promise

It is impressive – and prior to the scheduled opening, Mowaa was active with employees determined to prove it is a place that can compete with renowned museums and galleries in the West.

Within preservation experts carefully unwrapped art pieces from secure wrapping, inspecting each item and taking detailed notes before positioning them on walls and bases.

Specialists fine-tuned climate control systems. In the research lab, personnel set up devices meant to conserve historical objects.

Investment and Economic Plans

The venture has been the brainchild of investor Phillip Ihenacho – now Mowaa's chief executive.

"I hope us to have a substantial economic impact on area populations in this region," he told the press, mentioning that he aspired to make Benin City "an arts hub."

Mowaa, a charitable local organization, envisions itself establishing in excess of 30,000 employment opportunities and contributing above $80m per year to the local cultural industry through collaborations and events.

Financial Support and Government Issues

It has required $25m to reach this point – capital collected from multiple contributors, such as the international partners, the London institution and the local administration.

But at present the local government has pulled the rug from under it – revoking the use of the site on which the facility was constructed.

An Edo state spokesperson clarified this was because in the initial documents it had identified as the Edo-named institution – and it had subsequently removed "Edo" from its title.

Protests and Political Intervention

This announcement came after demonstrations on Sunday, when people stormed the campus demanding it be designated the Royal Benin Museum.

A rowdy group harassed international visitors at the museum prior to the launch – compelling them to be quickly removed under official guard.

Head of state Bola Tinubu has even intervened to attempt to settle the tensions, establishing a presidential committee to manage the situation.

Governance Issues

But why has this evolved into so politicised – and such a PR disaster?

A great deal of it comes down to local power struggles at a regional government level, as it was the former state leader Godwin Obaseki – whose administration finished last year – who was a key supporter of the initiative.

And it appears the administration of the new governor, a close ally of the local traditional ruler, referred to as the Oba, may want greater involvement in the project. The protesters on that day, for example, were calling for that the institution be placed under the control of Oba Ewuare II.

The Historical Objects Discussion

This highlights the controversial matter of the cultural artifacts, one of Africa's most famous cultural treasures.

Because though the institution does eventually welcome visitors, these objects will be clearly not present.

They are metal, ivory and wooden carvings that once embellished the royal palace of the ancient kingdom before UK forces took them in the colonial era during a punitive expedition.

Currently, many continue to be spread across institutions in Europe and North America -- such as the British Museum, Berlin's Humboldt Forum and the Metropolitan Museum of Art.

Return Initiatives

Their return has become one of the most debated conversations in the global art world. About 150 have currently been returned – and further are scheduled to be repatriated.

When proposals for the museum in the urban center were originally proposed in the pre-pandemic era, the influential figures on Nigeria's art scene hoped it would become their ideal location – a state-of-the-art campus to show them off to the global audience.

But the issues became confused recently after the national authorities declared that the Oba would be the rightful owner of returned objects – and the royal household campaigned for a facility under the monarch's supervision, contrary to the wishes of the ex-leader.
